Feeney will work on the Chiefs' transition attack and kick strategies, while Filipo will concentrate on the lineout and general forward play.
Feeney has worked with the Blues, Auckland and the Stormers as an assistant coach and has 25 years of experience. He was a technical director of rugby for Kenya, during which time the Kenyan Sevens qualified for the 2020 Tokyo Olympic Games.
Last year he worked as director of rugby for the Takapuna Rugby Club.
Filipo, a former All Black with time in Super Rugby playing for the Crusaders and Chiefs and in the NPC for Wellington, also played for Bayonne, Wasps and Racing 92.
He coached and played in Japan before returning to Hamilton in 2019 to take up a position in rugby development and coaching roles with the Waikato union.
He was Waikato's head coach in 2021 when the side won the Bunnings NPC in their centennial season.
Chiefs coach Clayton McMillan said, "Paul is a highly-experienced coach who will add value to the group. He looks at the game differently and is prepared to challenge conventional thinking.
"Ross has impressed with his work at Waikato and is fully deserving of an opportunity to coach at Super Rugby level. His playing experience as a lock helps, but his attention to detail and ability to build strong relationships is what I'm sure will help accelerate the growth of our young pack."
